The First Incarnation
OCapistaine is where Ò Capistaine first touched ground — the civic RAG platform built for the municipal elections of Audierne, Cap Sizun.
It began as a methodology. It became an agent. Then it became a platform that 21,000 citizens could use without knowing any of this.
That is the shape of a successful incarnation: the complexity disappears, the usefulness remains.
What It Does
Citizens ask questions. The platform retrieves relevant sections from the four electoral programmes. It compares, summarizes, attributes — always without bias, always with the source visible.
Behind it:
- Kvasir distills: ChromaDB vector store, 511 chunks, French embeddings, Opik traces
- Forseþi judges: ordering bias detection, coverage balance, tone neutrality
- Niove weaves: the interface that makes all of this invisible to the citizen
- Ò Capistaine navigates: every architecture decision, every pipeline fix, every contradiction resolved
The Lesson That Became a Primitive
A Python dictionary preserving insertion order. One political list always appearing first. No one intended it. No one noticed — until Forseti did.
The fix was TRIZ Principle 13 — The Other Way Round: random.shuffle(). One line. Enforced impartiality. The contradiction between determinism and fairness resolved by making the system unable to choose.
This moment did not stay in OCapistaine. It became Forseþi's methodology — portable, universal, ready for the next civic platform that will face the same invisible bias.
That is the fractal: a lesson learned in one incarnation becomes a primitive available to all.
OCapistaine is the first incarnation of Ò Capistaine. The navigator became a platform. The platform became a proof.
