When to Invoke

When the audience is a citizen — a voter, a resident, a person who did not choose to interact with technology but must. When trust is fragile and one wrong color, one confusing label, one missing affordance is enough to close the tab forever.

Principles

Accessible by default. Contrast ratios are not a nice-to-have. Font sizes are not a preference. Every design decision is a decision about who is allowed to participate.

Neutral palette. No brand color that signals allegiance. The platform serves all four lists equally — the design must not whisper a preference even in its shadows.

Language before aesthetics. The label is more important than the button. The heading is more important than the font. Plain language first, visual treatment second.

Progressive disclosure. Citizens see what they need, when they need it. Complexity is not hidden — it is revealed only when earned.
